Neither. When someone dies they are dead and go nowhere. They don't exist anymore they are the same as the flame that went out, no longer existing. They might by God's grace be resurrected someday in his Kingdom here on earth. As for the rain it has nothing to do with anything concerning death, cept for Noah's day but thats another answer.

Weather has nothing to do with the dead. Whether you are a sinner or a saint, neither rain nor sleet not snow, nor dead of night will stop you from your appointed rounds with either Heaven or Hell. It's just the rain.

it means it was raining when they were buried and God was replenishing the earth. It depends on the person and their soul, not the weather
