It is so that you learn to stop over-spending or writing checks when the funds are not available! At the bank I worked at, the fee was of 35$...trust me, once you got that fee, you made sure not to get it again.
A bank is a business thus it will not treat you like a child and give you a second chance. You are not their only clients and they have to treat everybody equally.

it is a punishment like a kid would get if he stole money from his parents. writting a check for money that you don't have is stealing... so the bank punishes you for trying to steal from them......
