I bought something off of ebay which I assumed that it was going to be the same item as listed on the auction. When I received the item it wasn't anything like it was supposed to be. It was stained and it is starting to rip and also does not fit me as it was stated that it would be custom made to fit me exact. I have contacted the seller numerous times in attempts to get this fixed but she will not respond to me all she keeps saying that she wants me to send her the dress back ( she is in China) which would cost me another $140 to send it back and then spend another $140 for her to send me the dress she should have sent in the first place. Now she is completely ignoring my e-mails I need to know what are the next steps I need to take to get my money back for this.

How do I go about letting paypal know? I have never done this before so I have no idea on where to begin

Send all the details to Paypal and they will respond with questions, Once you explain everything they will be able to get to the bottome of what happened.

Payl Pal and Ebay have dispute consoles on their site, also if you paid by credit card dispute the charge from that merchant in writing with your credit card company.
