I have a Dell Inspiron laptop too.

Ok, go to C:\ Program Files \ ATI Technologies \ ATI.ACE \ . Run CLI.exe . Choose Basic Mode. Click the Quick Settings tab. Choose Display settings in the left column and Rotate the Desktop image in the right one. Click Go and choose Standard (0 degrees). Finish and you should be good. If you have something other than an ATI Radeon, the directions might be different.
