Most of the time songs with the "chipmunk" voice are vocals sped up from a sample. A "sample" is a borrowed portion from another song (instruments and/or vocals). The reason for it, usually [but not always] is because the producers want to make the tempo of the beat/song faster.

Producers such as KanYe West (KanYe West - "Thru The Wire") and Just Blaze (Cam'ron - "Oh Boy") have made this style popular. The reason it sounds like a "chipmunk" voice is because the pitch of the original song has been raised.
