The American Cancer Society recommends that girls and women have their first Pap test about 3 years after they start having vaginal intercourse or no later than their 21st birthday, whichever comes first. After that, women should be screened annually or every 2 years, depending on the method used to examine the sample of cervical cells. Depending on your age, medical history, and other factors, your doctor will determine how frequently you should have a Pap smear. Many women have a Pap test each year as part of their annual gynecological exam. These yearly checkups may include a breast exam, a pelvic exam (an examination of both external and internal genital organs), and other routine tests.
Try to see the same health care provider (doctor, nurse practitioner, etc.) for your annual gynecological exam, so he or she can note any changes over time. Your health insurance company or campus health center can help you find a local gynecologist while you're away at school. If you also have a regular doctor or nurse practitioner back home, be sure to tell that person about the results of any gynecological exam done elsewhere.

you should have PAP if you're sexually active or not, the reason is that Papilloma virus (major cause of cervical cancer) has many types, some are transmitted sexually, others not. Because of those that are not transmitted sexually, you should have PAP even if you're not sexually active.

if your still a virgin then you dont have to. but if your active in sex or your already married at least once a year,will be fine.
