It is not good because you'll burn more gas needlessly. Modern cars do not need long warm up periods. Just start it up let the oil pressure come up and drive away.

Letting your car warm up for three to five minutes is good, and appropriate, in cold weather; ten to fifteen minutes is much too long.
There are a couple of reasons for this:
#1: letting your car idle excessively is wastful; you're burning gas and putting wear and tear on the powertrain that would be better spent getting you to your destination.
#2: the longer you sit in your car waiting for it to warm up without moving, the larger the chance that (because you're sitting still, and your windows are rolled up -- it's cold -- and you might be in a garage) if there's an exhaust leak the carbon monoxide will get into the cabin and possibly kill you. Granted, this one's a bit of a longshot, but this is the time of year that it happens (because of the warming up periods and the windows being up and the ventilation being off until the engine is warm enough to produce heat from the vents.)
#3: your transmission also needs to warm up; it has cold fluid, too. The longer you wait (and the warmer your engine) before you start moving, the more of a differential there will be between the engine temp (nice and toasty) and the transmission temp (ice cold) -- that can be stressful on the transmission, and it won't shift very well.
Best to warm the engine up enough to ensure that oil is flowing smoothly (three to five minutes), then drive relatively slowly for the next five to ten minutes so that the engine and transmission can reach a decent operating temperature before you push 'em.

As far as i know, it actually is good to do so. Most cars run better when the engine has had time to warm up, and a cold car puts out tmuch more CO2 than a warm car, so it is better for the environment if you let your car warm up before driving it, as well.
I also know that many places have made it illegal to leave your car running in the morning, but this is to simply reduce the number of cars stolen since when you leave it, your car is very vulnerable to theft.

Who told you that? Some tree hugger? Although 15 minutes would be a bit long,if the outside temperature is 5 degrees it is a good idea to let your engine warm up for awhile to get the oil and other fluids warmed up and circulating freely. Not good to drive away with a dead cold engine. There are those that will tell you it wastes fuel,blah,blah,blah....Warm her up a little in frigid weather, your engine WILL last longer.

depending on the year and model of your vechicle, 3-5mns is heaps for a fuel injected jap car, maybe a bit longer for an older style car. i have a skyline R34 and it runs fine with only 3mns warm up period.
