Because there is too much of it. Glue only sticks when it can dry, and it can only dry if there is a very thin layer of it, like when you smear it on paper.

If you squeeze all of the glue out of the bottle so there is only a thin layer coating the inside of the bottle, it will dry (stick).

cause there is to much in the bottle, it would eventually dry out and turn into a giant brick glue but that would take a long time, it has to be in thin layers, like sticking something together.
