Actually improving to a remarkable degree. In the last two years, there has been a huge shift to the left in Latin America, towards people-focused governments.
Bolivia, Argentina, Brazil, Chile have all seen new populist governments. And while Chavez has been a little power-heavy, it has been to help the poor of Venezuela. About the only authoritarian right wing governments left in South America are Colombia and Paraguay.

The state of democracy has improved in Latin America because they have less U.S. puppets ruling them.
