Yes; i agree with you that this question is silly(and therefore

some of ur answerers are mistaken, too).
But to get back t ur
main and more fundamental Q; And i think its a ressonable
one but quite easy to answer. For most groups and probably
individuals too would say that "their own" would be more
important; Even though they likely have not even met the
majority of their own and not met any of a randomly selected
country; for they think and expect their own citizens to be like
themselves,mistakenly,of course.
And so to the silliness-sounding of the question.
One further point though.
Randomness is a quite unique quality, and can be very useful
and important in helping groups and organisations choose
an individual, in a fair and of course a democratic way-as
long as the lottery is not rigged or weighted!
Possibly the original question setter was aiming at some same kind-of comparison, albeit it with a likely mistaken view of one citizen's knowledge of his/her fellow citizens importance.

Not even a weight of a mustard seed more important. So my answer is "b. Both are equal"

Religious people will say, we are all equal. We all came from Adam and Eve. Therefore in the eye of God, we are all His children. Therefore their answer will be "B"

People who have brains in their craniums will say, we are all equal. We are human beings breathing the same air. Therefore, their answer will be "B"

Any other answer is in my mind indicative of:

1. Arrogance.
2. Ignorance.
3. Selfishness.

If I sound judgemental, then be it.

I am Egyptian.

Good question!
