Legalism is the belief in the rule of law, and that laws should be respected and followed even if you disagree with that.

Rulers/leaders who support legalism tend to be more long-term enlightened thinkers. They believe that the ends do not justify the means, and that the only way to ensure a stable society is to have everyone following the same sets of laws.

Note the contrast between this mindset and dictators, who tend to believe that the ends do justify the means, and usually consider themselves above the law.
