Yes, it can be. But not always.
The best way is move slowly, provide plenty of arousal so that the vagina will become lubricated. Also, the more aroused she is, the less pain will be an issue.
However, sometimes women are born with an imperferated hymen, which can be very painful when penetrated, or impossible to penetrate.
Be gentle. And if it is too much for her, urge her to see a gynecologist.

not all women find their first time to be that unpleasant as far as pain goes...it's more like a good kind of pain, but, that is only if you take it real slow....VERY slow.
it took me three different times to comepletly lose my virginity...thats how slow we took it. take your time. sometimes a womans first time will cause the muscles to tighten even more, if thats the case, make sure lubricant is on hand, but still take it very slow, always ask if she's okay. more importantly before this even happens, make sure the woman is emotionally okay with the idea....please also wear protection.

you gotta hit it and hit it hard, don't try and do it slow and ease it in, just like pulling off a bandaid, break it quickly. if her hymen is spent, it doesn't really matter. she has probably been taking care of herself so she won't even notice. if it's your first time with her, it will be awkward anyway. people have to adapt to other peoples rhythms, it takes a few times before you get your rhythms in sync.
