I assume you mean:
(n-3)/(n+2)=2/7

Since you have a fraction on both sides, you can cross multiply. For example:
a/b = c/d
ad = bc

So:
(n-3)/(n+2)=2/7
7(n-3) = 2(n+2)

Distribute and solve:
7n - 21 = 2n + 4
5n = 25
n = 5
