The voltage to my outdoor carriage lamp is too high. How do I reduce it?

It must be wired improperly. If it is a house voltage unit it should be between 108 vac and 125 vac. If you have a low voltage system, it should be what the transformer states it is putting out - or otherwise it is faulty. Do realize that the low voltage system, with no loads, might read high on a meter. But after installing a couple lamps it should be back at the rating.
