well, from months of experience, i can tell you-either unlock it during the normal course of the game or sneak north following the train tracks from the 1st island and walk down under the bridge and swim it. A word of caution: you will be wanted (three stars) the second you are seen on the other island unless you have officially unlocked it. The flight school is directly north of the Restricted Area, but u won't be able to take lessons until you buy the airstrip, which isn't for sale until you unlock Las Venturas, anyways. complete the airstrip mission to earn pilot lisence and u can get into any airstrip
also if you don't want to do that then just find the front gate of airstripe
park a tall car there, like a van
hop on the van and jump the fence..
