Almost everyone has their own clock. It's either wristwatch, Big Ben, or an inherited grandfather clock. Some has set it to fit their usual activities, and if you try to ask at least five person, they have different time!

honestly your two best authorities are your computer (if it's got windows XP or, I presume, recent mac os) and your cellphone. Okay, a GPS is somewhat better than either but since you're asking this question, I'm guessing you don't have one. Most comuters these days get their time from some other internet based time source. Likewise, most phones get time from some network source. They should always be in agreement but if they aren't, I'd just go with the phone since they usually don't give time to seconds precision (ignorance IS bliss in this case).

The "exact" time is UTC. Except for a very few places that use solar time, every time zone in the world is UTC plus or minus some number of hours. (Some places use half hours or 15 minute offsets).

UTC can be found from radio broadcasts, such as WWV. Or a GPS receiver can figure it out from the GPS satellites signals.

UTC is based on atomic clocks, which have been ticking official time since 1972.

i think of, as a Korean, you need to grasp it extra desirable than Turks why Koreans think of this way, yet curiously, Turkey sustains solid kinfolk with the two Japan and Korea, Japan and Korea have very unstable and acrimonious kinfolk with one yet another nevertheless.
