Also called meteors.
They appear when a meteoroid enters earth's atmosphere at great speed. What we see is actually the air just in front of the meteoroid being heated by ram pressure (the light is not from the meteor burning up).
Any time is a good time to make a wish.
Some wishes come true if you work hard at making them come true, others, well, ... keep wishing.

I believe around August 11th, 12th, and 13th each year the Earth passes through an area in its orbit where meteors from the asteroid belt cross our path, and the shooting stars are best seem in rural areas where city lights do not interfere with the show! As for making wishes and whether they come true, that's more like a philosophical or physic perception that cannot really be proven without scientific evidence to support it!

the most famous meteorite showers are in february, august and october, i forgot the exact dates, but they will occur at those months
