If the quality of the persons life is no longer there, then I believe doctors, friends, family should let that person die. Most people don't realize this one fact. When a person is in the process of dying, you should never give them a sip of water or force food down them. The body has natural endorphins that will work to avoid a painful horrible death. By giving the person food or water, it only confuses the body and they suffer more. I have seen this happen many times working in the medical world. I think too often people are used as rats to try new drugs and that is so wrong. when it's time to go, it's time to go. also people should be aware that people don't have to die in pain.

Well I'm not sure what the punishment would be if they didn't have that right and then committed the act..

If they have a terminal disease, and are in terrible pain, then I think yes.
