I want to start a Guild and need some tips on recruiting and what to buy first. I have about 60k saved... I know it isn't much but i've just started playing so cut me some slack.

Well, you're gonna need about 60K to buy a celestial sigil. This is the item needed to buy a Guild Hall. From there, get a cape and start advertising in larger cities (Lions Arch or Kamadan for example).

what game? if its maple i used to play tat it sucked but ill tell u
if ur lv 10-30 dont start just join free and then when around lv 50 buy a guild with no emblem and then later for five levels try to save dont buy any equips or anything and buy a decent amount of pots later buy a emblem now extend ur guild
