The steel rod is dissapating the heat from the paper. Evenually it would catch fire as the steel reached the ignition point of the paper.

Remember fire needs heat, fuel, and oxygen to burn. For the paper to become fuel, the paper has to rise to the temperature of the fire before it ignites. The steel delays that effect.

A fire needs three elements heat oxygen and fuel, By wrapping the paper around the rod it takes a lot more heat to get the paper to a combustion point. the fire has to warm the entire rod to the burning point of paper

The short answer is that the oxygen can't get to it.
