When you have a runner caught between two bases.
The proper technique to get a runner caught in a rundown is as follows. Assume the runner is caught between 1st and 2nd. The pitcher goes and covers first, and the shortstop goes to cover second. Both f these are backup in case the runner gets out somehow. Having the bases covered frees the First baseman and second baseman to close the gap between each other and get the runner. Basically, if the second baseman has the ball, he should run towards the runner with it. Meanwhile, the first baseman should come a few feet up the baseline, away from first (which has the pitcher covering.) when the runner is a few steps from the first baseman, the second baseman throws to the first baseman.
If properly executed, the first baseman should be able to tag out the runner. If the second baseman took too long to throw the ball, he should instead throw to the pitcher, who probobly won't be able to get the out, unless the runner tries to get back to the base. If the runner did go back to second in time, the 1st baseman covers first as the pitcher forces the runner back to the second baseman, where he throws the ball when the runner is a few steps away from the 2nd baseman (who is up the line, and away from second, which is being covered by the SS.)
A rundown that takes three throws (not counting the initial throw to get the runner in the rundown) is considered very poorly done.

A rundown occurs when a runner is caught between bases they are eligible to move to, i.e. there is no force out at the next base, the fielder at the base in front of the runner has the ball, the runner must then either attempt to go to the next base or attempt to return to the base from which they came. The strategy is for the fielder to force the runner back towards the base they came from; in the event the runner beats a tag, they have not advanced to the next base. If the fielder chooses to chase the runner towards the next base there is the possibility the runner may beat the tag. The fielder should run towards the runner and force them to run in the same direction, once they have moved towards the bases throw the ball to the base they are running towards, to attempt a tag.
Hold the ball in the ready to throw position above the shoulder, if the runner is coming towards you be sure to transfer the ball to your glove to attempt the tag.
Throw the ball when the runner is moving towards the previous base, when they are about 10 feet form the base. This will give the fielder the opportunity to catch the ball and apply the tag.

rundown is when the runner is in the no man's land between the bases and fielders are trying to get the runner out by tagging the runner. you throw the ball when the other fielder calls "ball" and u hold it with ur throwing hand and away from the glove so other fielder could see the ball clearly
