Is there any way to play pokemon on a playstation portable?

Is there anything you have to buy or any softwares to use that can make this possible?

Yes there is. You can put Gameboy and GBA emulators and Pokemon ROMs in your PSP. However, in order to do that, your PSP need to be homebrew enabled. This means you have to downgrade your PSP to version 1.50.

(of course, you know all these are illegal)

No, because Pokemon is a Nintendo game. You can not play a Nintendo game on a Sony console, its just not possible.
