Officially you can buy beer and wine from 16, and hard liqour from 18. There is a lot of checks on this. But as anywhere in the world, you might be able to slip through, especially in supermarkets. In clubs and bars it is almost impossible, as they could be closed when caught selling alcohol to minors.

Amsterdam is only a city, but it's the same in the whole country, 16 for beer/wine, 18 for hard liquor

compared to the USA it's still relatively easy to get alcohol when underage although it's getting harder as the government takes it more and more seriously and people are getting used to having to say no to minors.

And you can get drugs easily. Prostitutes are easy to be found.
The city is more like a red light district. But not their country side where it is very beautiful.
