is it like a trench coat, a top coat or what? please be serious.

The coat only buttons down to the waist. I'd call it a modified topcoat with tails that's floor-length long unbelted and what looks to be a leather military vest over top, or as part of the actual topcoat. It'd have to be custom made for sure, but it's a topocoat.

It's what conductors, and people like coachmen or ringmasters used to wear back in the day with faux powdered wigs. Think Louis, the Sun King's time, Mozart,.. Or even a conductor's jacket.
