how can i acess my internet options in the security center?

whenever i switch on my computer and acess the security center it says that it was not started

You need to enable the security center services. Go Strat, Run, Type "services.msc" (with no quotes), Scroll down the list until you find a srvices call Security Center, right-click it, select properties, in the Startup Type drop down box, select Automatic, click OK. Reboot your PC and you should be able to open the security Center.

You should get off the Internet until you have security, what suite do you have?
