San Diego. It's about a 5 hour drive or a 1 hour plane ride from Phoenix. There are a lot of great beaches- Mission Bay, La Jolla, Ocean Beach, ect.

Take i-10 west about 5.5 hours and start watching for the signs. I think Orange County & San Diego are about the same distance

My vote for the nicest beach is in Del Mar just north of San Diego. The L.A. beaches are a little bit farther but the difference is minor. However, you'd have to deal with a lot more traffic going to L.A.
