I'm assuming that you are lining underneath your eyes, possibly on the water-line. Very few liners will stay put on water-lines because they are, by nature, watery! Some products that do work well on the waterline are MAC fluidliners (Blacktrack), waterproof liners, L'Oreal's liners have worked decently for me in the past, and liquid liners tend to have better staying power over pencils and kohls.
It is normal for your eyes to be somewhat watery, but some people have eyes that water more than others - I'm sure you are in the range of normal. ;)
NYC is a cheaper brand of cosmetics so the general expectation is that they will not work quite as well as higher end products. So it could also be that alone as a liner isn't working well! It depends - NYX is a great brand of cheap cosmetics, for instance.
You can also use eyeshadow to set liner to help it stay on longer.

Is your skin oily? I have mostly dry to normal skin but my eyelids seem to be moist all the time and oily.
Powder your complete eyelid with a neutral powder and then apply the liner. After applying the liner, dab a bit of the neutral powder over the eyeliner to set and you should be good to go for at least 7-8 hours. This is what I do.
You also might try a liquid eyeliner to see if that works better but fashion now a days in the eyeliner department is the smudged look and not dramatic as liquids can be sometimes.

One thing that will help is to use an eye makeup remover that does NOT contain mineral oil. The molecular structure of mineral oil is too large to penetrate the pores of our skin so it just sits on the top layer like saran wrap. So, if you use an eye makeup remover at night when you wash your face, the mineral oil is still there is the morning and will make your eye makeup slip or wear off during the day. Just a helpful hint! :-)

I have the watery eyes problem myself. AND my eyeliner tends to fade after a few hours. SO... I tried this trick. Buy one of those angled slim brushes. Get it wet, dip it in your favorite eyeshadow color for eyeliner, and line your eyes using the angled brush. Be sure to wash it off completely (the brush) and store it upright (so you don't lose the angle). The eyeshadow actually dries and stays on much longer!! Also, to prevent the watery eyes, try changing mascaras... sometimes they get old and cause you to have an allergic reaction.

actually the same things happened to me too..our eyes wil secrete sebum all days,so if our eyeliners cant resist oil.sweat and heat,the eyeliners w il fade away for sure.therefore,to avoid tiz kinda problem,gettin a gd brand of eyeliner is important,try Kate liquid eyeliner or liquid eyeliner tat is waterproof..
coz using eyeliner pencil wil smudge our make up,i use pencil at upper eyelid oni =) to fix yr make up better,apply loose powder at yr bottom lid as well...

Try liquid eye liner I had that same problem and the only thing that worked was liquid, get the kind that has the little brush not the marker pen kind

I think that nothing is wrong with you you probably were using cheap eye liner I use Artistry eye liner it really works.

all you need to do is get something water proof and you will be alll good!! i dont wear eye liner so i wouldnt know of any kinds to get. but i do wear mascara and just get a waterproof kind and try that

i am also big on eyeliner and i highly recommend Maybelline Unstoppable eyeliner. i used liquid previous to this because they lasted longer, but this particular one outlasts even the liquids - especially if you are looking for something to stay put on your bottom lid.
