To answer your first question- the government made that decision and passed a law to the effect.
To answer the second question, you have to realise that the clock as you know it is fairly arbitrary. In countries close to the equator where there tends to be 12 hours of daylight and 12 hours of night thruout the year, it makes sense to designate a certain hour of the day as the beginning of the day and other things fall into place. The sun rises at 6AM and sets at 6PM for the most part.
In the US and Europe and so on, this is of course not true. The amount of daylight varies from month to month. But we, as a society, operate by this arbitrary 24 hour clock and have set times like "go to bed by 10:30pm". So if, at the 10:30 time it is dark we would have had the lights on (since we turn off the lights at bedtime) for a longer time. By moving the clocks forward, the 10:30 hour is not as dark anymore (relatively). Because 10:30 today is what was 9:30 yesterday, right?
So we have the lights on for a shorter period (we can get more things done by natural light), thereby reducing electricity consumption, therby saving energy, thereby cutting down on non-renewable sources, thereby ensuring our place in heaven :-)
Of course the counter is that, it is darker when you wake up and so you may have to turn on the lights to brush your teeth whereas yesterday you didn't have to. But research has shown that there is overall more usage of power in the evenings, so it works out.
This also explains why, India doesn't have daylight savings.

The government came up with this idea in order to conserve energy. By starting daylight savings time 3 weeks early and ending it one week later, we have a whole extra month where we have an hour "extra" of daylight everyday. During this time, they think that we will use less electricity and other energy sources.
