Basically, yes. Exceptions might need to be made for those with medical problems requiring the use of certain medications, but it would have to be very well documented that a need existed and no other treatment was possible. Otherwise sports become dishonest, and nice guys really do finish last. Pressure on all to take harmful substances for better performance is inevitable.

Something close to zero tolerance is the only way to protect those who participate in sports and the clean image of sports.
