I know the cowgirl look has been in for years in its native country, the US...I put this question on the UK site because the cowgirl (well actually i think they call it cowboy) look came in around 2002 for women, mostly those from towns and cities who have never been near a herd of cattle, consisting of replica cowboy boots and straw stetson type hats

The cowgirl style has been in forever. Each generation changes it a little, but people still love the idea of the wild west. Jeans, Jean skirts, white flowing dress, leather jackets, Native American jewelry, calico shirts can all be found in fashion magazines.

Victoria beckham started the stetson straw hats back in 2003. Seen out on a beach wearing a bikini under a floaty kaftan, her hat was the talk of tabloid papers. She wore it over the summer with jeans, and also cowboy boots. Ever since then, it has been a summer-essential must have accessory.

I wasn't aware it was ever in fashion at all... I did notice the appalling 80's trends floating around... I wish they would all die.
