Typically start with simple specs, like AMD X2 3600+, 2gb of ram, and a good video card (like a Radeon X1900XT). Once you have a basic setup, see if you can improve on anything. Like a faster video card or faster cpu.
Some benchmarks here:

And get the parts from here:

you'll be chasing you're tail for gaming hardware....the new sli boards and dual or quad gpu graphics cards alone are gonna cost money. cheapest oem core2duo is about $200 as well.

you could do a low-level 965 chipset for well under a 1000 though. http://www.ibuypower.com has some good options. Try the basic core2duo config that starts at $650 and play around with that.

To be honest, you could just get an xbox 360 for $400 and you'll have full game support for the next 5 years without the hardware headaches. If you're not doing any heavy encoding besides games, any budget computer will handle your emailing, web surfing, powerpointing, photoshoping or other office software.

I would do a Intel Dual-Core (2.0 to 2.16 GHz) or an AMD Dual-Core (same clock-rate), a 256 MB video card from Nvidia, 1GB of RAM, 320 GB hard drive, and a motherboard that can handle all of that. You can probably get all that under $1K if you shop around really well.
