They are both electric and probably both store energy in batteries. The solar car gets all its electricity from the sun. The electric car gets it from your home electcricity outlet. The recently adverdised Tesla roadster takes 75 amps for more than 3 hours to charge its batteries. The solar car creates no waste when operated. The electric car just moves the waste from the highway to the electric generating plant.

The reason that EVs are both cheaper and cleaner has to do with efficiency. Gasoline is a very wasteful product - pollution is made, and energy wasted when gas is refined (a large amount of electricity is used.) More pollution is made, and more energy is wasted when gas is delivered to thousands of service stations (while EVs get their energy delivered by wire, at 95% efficiency.) And gas also makes pollution when you use it. And most of the energy of gas is wasted in your car, too, since internal combustion engines are less than 25% efficient (electric motors are 95% efficient.)

Greater efficiency = more miles on less fuel = less pollution per mile, and less cost per mile.

Both are powered by batteries. In solar powered batteries are charged by sunlight and in electric they are charged by electricity.
