It means that if you get married in New York, Kansas must recognize that marriage.

It means that if a court issues an order in one state, any other court in any other state must accept that order as valid. The same applies to "public acts and records".

That is why you can get married in one state, then move to another state, and still be married.

Depending on your gender, of course.....
