If the dogs seem to be mistreated, then call your local animal control agency.
The stench might warrant a call to your local health department.

You can't ignore this. Make all the calls you can to all the people that will take an interest! Professionals, neighbors on the other side, etc. BUT, first, have you talked to them about this? They may just listen and improve the situation. But the cruelty to the animals is unacceptable!

plant some trees or shrubs that will grow to block the view. it will take a while but it should do the trick
also, if they're just letting the dogs die out there and not looking after them call the city council about them to get them in trouble or even evicted (if they're renting)

If your neighbors are not caring for there dogs properly ,then you should contact the humane society or animal shelter in your area.You can remain anonymos when you call.They will visit your neighbors to inquire about there dogs and if there not being looked after, they can remove dogs and take them to the shelter.

Since it is the neighbors who create a problem it would be best to have them ( or the authorities for them) sort the problem. Hiding it does not work.

I agree with calling the local animal people and the city. If you put in enough complaints, something is bound to happen.
Do they own or rent? If they rent, you could contact their landlord.
