A+B+6=A+16 SO B=10
C+D+10=C+23 SO D=13
D+13=A+16 AND D=13 SO A=10
10+10=20 Ta Da!

D is the right answer.
A+4+B+2 = A+2+8+6, so B= 10,
So 7+10+C+6 =D+8+C+2 So D=13
So 7+4+2+D=26
So A+B+6=26, so A+B=20

just set up a system of equations
16+a= 6+a+b
10=b
c+d+10=d+13
c=3
b+c+13=26
a+b+6=26
a=10
a+b=20
