No, that's incorrect. The half circle and the defensive 3 second call are not related.

The half circle under the basket is the area which offensive fouls cannot be called. If a defensive player is standing within this circle, they cannot draw a charge on an offensive player because it is too close to the basket and the offensive player needs to be able to safely land after a layup or dunk attempt.

Defensive three seconds can be called on a player who is not close enough to guarding anyone for more than 3 seconds. He either needs to be close enough to an offensive player to be considered to be "guarding" him, or he needs to be double teaming another player.

no. i believe that half circle is there to help officials rule offensive and defensive fouls. when a plyer goes up for a drunk or lay up near the ring and knocks over a player in progress, its hard to etablish whether it was an offensive or defensive foul based on the location of the ring (defenders cant be too far under the ring).

having that cirlce there helps officials rule. players behind the circle will be charged with a defensive foul, players outside the circle providing they get to their position quick enough, will not be called for a foul and the foul will go to the offensive player.

defensive 3 seconds is anywhere in the key, much the same as an offensive 3 seconds in the key

No you are wrong. The circle is where the officials judge if the man trying to take a charge is in or out of the circle.

If he's in the circle the offensive man does not get called for a charge if the deffensive man is not in the circle and the offensive man comes down the lane then it will be called a charge.

No. You get called for defensive 3 seconds if you are anywhere in the paint. Usually players get called for it if they are far from the guy they're supposed to be guarding, so the refs notice them.
