I would say the same time as the rest of their body, around the age of 21,

But on the other hand, they do grow and change through pregnancy.

On the other other hand, breast change it you have breast implants or reductions through surgery.

Never. I'm always going up or down. It depends on weight loss, weight gain, after you give birth, and your body type. Before I had children I was like a 34 B. Once I had my 1st child I jumped up to a 36 DD and with my second son I stayed around the same size. Now I'm a 38 C. I never know what size I'll permanently stay at because your body changes with age.

They will still grow even later in life due to gaining weight, pregnancies, nursing, working out...
But for the most part they should be basically what they are going to be by age 18-20 yrs old. Some girls will be done growing by 15 tho.Everyone is different.

Mine didn't stop until I was 24, and they'll still change a bit if I put on or lose weight.
