I've lived in Maryland for 15 years and then moved to Georgia. Then I lived in GA for 2 years. Can I apply to U of MD under the in-state tuition or am I considered a resident of GA now? (I still live in GA).

You are a resident of Georgia now meaning that you would have to pay out-of-state tuition in order to attend a school in Maryland. If you still have a parent living in Maryland, however, you can have one or both of them file you as a dependent on their taxes. If they do that I believe you would qualify for in-state tuition.

I believe if you live in a state for 12 months your considered a resident. Therefore, it would be out of state for UMD. Look what it asks on the UMD application. It should ask something like "Have you lived in Maryland for the past X number of months/years." If it's anything under 2 years than it's out of state.

You're considered a resident of Georgia now because you've lived there for more than a year and have paid state taxes.

What state do you file your taxes in? That's the state your residency is with, also, your driver's license should be updated with your moves. Sounds like you're a resident of GA.

You would be a resident of GA because it is based upon your current residence.
