Eyes can tell a lot about a person - the fiery and creepy raven, the bright innocent Annabel Lee, etc. It was his way of telling about a person. A lot of poems, songs, stories, etc., use this method as well. Eyes have been described as 'windows to the soul', and are used as such in a lot of literature.

Eyes are creepy. That's really all there is to it. Poe's peoems and stories were meant to be creepy and describing eyes added a lot of creepyness to them. Also, in the Tell-Tale Heart, the fact that the guy would kill a nice old man for no reason other than his creepy eye really helped to convey that he was insane.
