I go to Penn State, here are some things to keep in mind when thinking about your SAT scores for PSU:

1) 1670-1950 is the midrange for PSU, according to the Princeton Review

2) Penn State hasn't really started to count the writing portion of the new SAT's, so make sure that your reading comp. and math are above 500.

3) If you have a really good GPA and live in-state, those things weigh really heavily on whether or not you are accepted

4) If you don't have the scores, PSU still might offer you summer session, where you take a semester during the summer so that you can make sure you can handle University Park. They also have branch campuses if your scores and GPA aren't up to snuff.

Getting over a 2000 will pretty much guarantee your acceptance if you're good in other areas too.
