pH + pOH = 14.00
so 14 - 8.60=pOH=5.40

Now that you have that you can solve for [OH-] by using the equation:
pOH= -log[OH-]
so 5.40 = 10^-5.40
that equals 3.98x10^-6
[OH-]=3.98x10^-6
