Looking to make what appears to be large whole potatoes. to stuff into a burlap bag...so it looks like a bag of potatoes.

The ones made from pantyhose are very realistic. Cut a circle of pantyhose fabric about 4-6 inches in diameter (you can play with the size) and run a gathering stitch around the edge. Fill with stuffing and gather. You can make "eyes" by taking a few hidden stitches to create indentations. Arrange them in the bag so the backs don't show and voila, you're done!

It depends on if you will actually see the potatoes or just the their shape in the burlap bag.
If they will be seen check kitten and cj? answers.
If not, I would recommend forming the shape from foil or newspaper and tape, and then covering with a paper mache. (for paper mache, take flour and water to make a thin paste and dip newspaper strips, covering the shape with several layers. Let dry.)

Kitten had the right idea, but you can also take a needle and thread and make "eyes" on the potatoe to look more realistic. Just run the thread thru the panty hose{dark ones look more like potatoes} and make little identions for the look.

Use women's nylons, cut to potato-size, and stuff with fabric batting. That should do the trick!
