You could try asking people who own property around there, they probably already know, at least anecdotally. City or county records might have records/maps of the area that show a rough measurement of where the water table is.

If you have a body of standing water near the property, and it's not too far away or to much higher/lower than the property you're looking at, you might be able to work out the water table, either through some hack surveying or from looking at topo maps.

Other than that, yup, dig/drill a hole.

Start digging! When the hole is deep enough, it will get water in the bottom of it. Measure down to the water level from the top of the hole.

the level or existence of the table, or the quality of the water? if it is the level, then, dowse it.
look it up on line and you will find out how to dowse.
