They were born the same year, at the same time of the day (not the exact same time of the same day), at the same place. Or her 2 sons were in the same place at the same time.

She had another womans fertilized egg implanted into her uterus and her own egg fertilized by her partner. When she reached full term they did a C-section.
That making them born at the "the exact same time exact same place exact same year...but yet they aren't twins"

She could have had her sons at the same hospital, nine months apart at the least . E.g.
Son 1: Born 10:30 a.m., 1987, Hoag Hospital
Son 2: Born 10:30 a.m., 1987, Hoag Hospital
Except on different days, if she really liked to have close children.
