Hey I shop at Hollister, American Eagle, Ambercrombie and Fitch, Forever 21, Charlotte Russe, Wet Seal, H&M, Pac Sun all have VERY cute clothing. But you always don't have to pay full price... Most of the time you wait a month or less and then check on-line to see the sales prices! You wont even belive how much stuff drops in price! Just the other day I got a shirt from A&F and It was origionaly like $60 and I got it for like $10 it was CRAZY!! It might be a little different because if you are like a small or Extra small or Large or Extra Large then it should be EASY but Mediums might be harder to find...

Wet Seal sometimes has sales where you can get really cute tops for as low as 3 to 10 dollars.. If they're not having a sale, you can still get some really cute clothes there for less than $20.

Forever 21 or Charlotte Russe or Urban Behavior or also when they are on the sale days at american eagle you can get shirts for like $10 i spent $100 there and i got 4 shirts a bag and 2 hoddies... But if you go to the sale racks or on sale days....

I would reccommend H&M. Wet Seals, Forever 21, and those other stuff have really cute/cheap clothes but BAD quality...trust me. You're better off with H&M.

Aeropostale IS really cheap. Really. And Target has absolutely beautiful clothes. And have you seen their Proenza Schouler line? Gorgeous!

I know this will sound very redneck of me...but Walmart has some nice clothes.
Beyond that, you could check up on some second-hand stores. Clothes there are usually brand-name, almost brand-new, and extremely cheap.
