A neutral atom has less energy than a positively or negatively charged atom; a molecule, atom or whatever would rather be neutral than charged. So, two molecules with opposite signs are attracted to each other because they make a neutral atom when they are combined. That is, the product has less energy than the reactants, so it happens that they combine spontaneously.

If you mean negatively charged particles, like protons, and negatively charged particles like electrons, they are attracted because positive and negative electrical charges attract.
