I don't know how much help you need but I hope this helps.

To convert fractions into decimals, divide the top number (numerator) by the bottom number (denominator).

So 1/2 = 1÷2 = 0.5
and 3/4 = 3÷4 = 0.75

(In your method, use 1.0÷2 and 3.00÷4. You can keep adding 0s after the decimal place until you get an answer.)

Then compare the result to the decimal you were given to see if it is greater, less or if they are equal.

(To convert a decimal into a fraction, first count the number of digits after the decimal place. The bottom number (denominator) is a 1 with as many 0s after it as the digits you counted. The top number (numerator) is the decimal number without the decimal place in it. Then simplify the fraction.)

To change a fraction to a decimal, divide the top line by the bottom line.
Consider a few examples:-
1 / 2 = 0 . 5
1 / 4 = 0 . 25
3 / 4 = 0 . 75
3 / 8 = 0 . 375

Take the fraction and divide it out to get the decimal equivalent (Example 1/2 = 1 divided by 2 = .5); then compare it to the other decimal value.
