Could my friends from southern Cali. buy me tickets then give them to me?

For tickets no you do not. As long as the So Cal Resident buys the tickets you are okay. If you get a voucher that needs to be exhanged at the ticket booth then the person who exchanges them has to be a So Cal Resident. I beleive that they can buy up to 6 per person. Once you have the actual ticket they do not check again at the gate.
However, if you are asking about the Annual Pass that is strictly for Southern California Residents as they check the ID of the person when you get it processed.
