Take the back cover off. Search Yahoo for replacing an iPod battery for detailed instructions on how to do this. After the cover is off, let the electronic components dry out for a couple of days and then reassemble it. If you are lucky, the water did not short the battery out and damage it. If you don't let it dry out, any moisture left inside will corrode and destroy the electronic components. If this fails, you are pretty much out of luck.

You can try holding down the menu button and the middle button at the same time. That's what got mine working again.

get a new one or if you have a heater put it on there and let it dry for a couple of hours/days and it might work. Good Luck!

if its not working cuz its wet then wait. mine got washed and dryed and after 7 days it was up and running again
