I am an artist who is trying to create a small tableu of an underwater scene. I am not picky about biological realism, but I do want the visuals to look very realistic. Is there a web site that can help me? Or do you have any ideas? Thank you!

It will be expensive, so, perhaps a visit to your closest underwater area would be in order. Maybe an Aquarium could suit your needs. Maybe a near by lake with clear water. The Fish Tank industry has many realistic miniature components, then it is not Life-Size. How about a picture POSTER on the outside of the Glass so you see it through the water. Better yet, how about a TV with an Underwater movie playing in the background, up against the aquarium.

do you want your szene to be actually under water or do you want it to look just like it's under water?
In the first case, you have to talk to a zoo or aquarium and convince them that you can temporarily use one of their setups. Though only if what you want to do fits in with their mission statement you have much chance there (or if you can offer heaps of money...)
If you just need visual effects, how about taking blue lights, In addition or alternatively you can use a powerpoint projector and project some water movement on your szene. If you have access to a 3D modeling program like 3D Studio Max you can make a movie of that yourself. Modeling the appropriate unterwater rocks will help a lot.
Go to the closest place with large aquaria and study the effects you are after.
Is your underwater area walk-on or not?
If you are not picky about the biology I guess the lighting is what you mainly care about? Or you should be a bit clearer in your question what you want to do.
